The Christians of Iraq during the last centuries have survived primarily because of living in communities sheltered from the fanaticism of the anti christian extremists. It is a known fact that those who have migrated from the towns and villages where they constitute the majority of the population to larger cities have been subjected to all forms of hostility by those who do not believe they have the right to practice their religion and their way of life without being oppressed. The bombing of their churches during the last two years, their being killed, and kidnapped, primarily because of their religion during the last three years are testaments to such reality. In view of such facts it is obvious that if Christians are to survive in Iraq they need to be provided some sort of additional security. It has been suggested that a Regional Government in the area where they are a majority will provide them protection from the social, political, and economic oppression they have been historically subjected to by their foes.
Following is one of such proposals by Ken Joseph Jr.
Proposal for an Assyrian Regional Government Basic Law
Based on Articles 112-121 of the Iraqi Constitution this law is promulgated. .
The Assyrian Regional Government shall comprise the area in detail as prescribed by law.
The term Assyrian Regional Government shall refer to the Assyrian National Assembly, the Assyrian Council of Ministers and the regional judicial authority in the Assyrian region.
The Assyrian Regional Government shall perform its functions except with regard to those issues which fall within the exclusive competence of the federal government as specified in the Constiution of Iraq.
With regard to the application of federal laws in the Assyrian region, the Assyrian Regional Assembly shall be permitted to amend the application of any such law within the Assyrian region, but only to the extend that this relates to matters that are not within the provisions of of this Law and that fall within the exclusive competence of the federal government.
Financing for these issues shall come from the federal government consistent with current practice and in accordance with the law.
Further, in accordance with above law The Assyrian Regional Government shall have the right to impose taxes and fees within the Assyrian region.
The Assyrian Regional Government shall retain regional control over police forces and internal security. and it will have the right to impose taxes and fees within the Assyrian region.
