IRAQ: KURDISH PRESIDENT DID NOT OFFER KIRKUK BRIBE, SAYS SENIOR OFFICIAL

Erbil, 11 April (AKI) - A senior official from Iraqi Kurdistan on Wednesday denied a Turkish newspaper's claim that the autonomous region's president Masoud Barzani bribed Iraq's former justice minister to have ethnic Arabs evacuated from Kirkuk, an oil-rich province whose incorporation into Iraqi Kurdistan is opposed by Ankara. "We didn't pay anyone, also because there's no need to do so," since Kirkuk's status is protected by the Iraqi constitution, Barzani's chief-of-staff told Adnkronos International (AKI) in connection with the allegations published by Turkish daily Hurriyet on Wednesday.
Barzani paid former Iraqi justice minister Hashim al-Shibli 500,000 dollars to order Arabs to leave Kirkuk in exchange for some sort of financial compensation, the Hurriyet report alleged.
Hurriyet also said that on Monday Oguz Celikkol, Turkey’s special representative on Iraq, brought to Washington bank documents and other evidence of the bribe which was allegedly paid to al-Shibli shortly before he resigned last month.
The population of Kirkuk is made up of Arabs, Turkmen, Assyrians as well as Kurds who are the majority.
According to Hurriyet, Celikkol in discussions with American officials, used the allegations to boost Ankara’s argument that Iraqi Kurdistan aims to annex Kirkuk illegaly.
Ankara has repeatedly expressed concern that the rights of Turkmen - who share an ethnic history with Turks - will be violated if Kirkuk is incorporated into Iraqi Kurdistan.
Turkey has also accused Iraqi Kurdistan of allowing Turkish Kurdish separatists of the PKK (Kurdistan Workers Party) of using its territory as a launchpad for attacks against Turkish targets.
